I find it funny that the press is able to report that it will be approved for production in November, like why don't they just approve it now if they are going to do it in November?

CEO Dave Zuchowski is pushing for it's development and launch but the November approval date is probably there to give themselves a bit of time to assess it's marketability in the U.S .

With the Santa Cruz, Hyundai will be able to offer a diesel engine in the U.S. and compete with the other compact trucks for a share of the market.

Not just trucks but even some CUV's. Some of those CUV owners don't need all that a CUV offers but can settle for the SC which is still cool and has a bed you can use to transport what ever you need.
