I wrapped a long bungie around the rack as a temporary fix. Drove it from Washington to Oregon and back this weekend. Overall I'm loving it.

Random idea, is it possible that the roof rack is installed 180 degrees off? It looks from your picture that the side in the back is narrower than the front.
Make sure the rub strips are installed on top and on the bottom of the rack. Most dealers don't spend the time to put these parts in. Any gap will make noise
I just installed the factory bars yesterday. I have only been able to hit 65 mph, no highway yet. But no extra noise. Mine are pretty quiet. I'm curious as to the position by measurement that your bars are in. Also there are little sliding covers on the bottom to cover the slot under the bar. I would check to make sure they are closed.

Check the part numbers - the Santa Cruz bars are black, not silver. They have wind deflectors installed under the bar. The silver bars are for Tucson only.
I have the santa fe bars but I bought some 6' all black bungies and wrapped them around the bars and the noise is gone and it actually looks kind of cool, in my opinion.
On my Avalanche, I kept hearing a fluttering at certain speeds...I thought it might be that insulation in the Fender because it was loose, but it ended up being the cross bars on the roof rack were loose...I had to get a 90 degree Philips head screw driver the tighten them up to the mounting base..

I'm using the SNIXWOO Cross Bars off Amazon.. they are shaped like an air foil. No whistling, but @ 75ish there is noticable wind noise. I had many sets over the years.. many do whistle.
On the bottom of the racks, there are moveable pieces in slots and they must be closed…to avoid whistling. If you have an open slot, it’ll whistle….if this is it, just slide the piece until the slot is closed.
Ours was held on by a hex or allen wrench screw. My allen wrench was in the glove box in the plastic bag but any allen wrench will do. Can't remember the size but it's probably metric. I know they can be fitted with Thule lock cylindars. I'd be surprised if they did that for yours as it's not standard but who knows?!
I put a wind deflector on and I have no noise at all. The fastest I have driven is 90MPH however, so cannot attest to anything faster than that. Pretty quiet all around. However, if I open the ceiling up and expose the glass, It does make a little noise. The sliding panel that covers the roof glass does provide a fair amount of noise insulation.
